as far as I'm aware you only need to be a officer or the leader of the alliance and be on pc.

You create internal game differently from creating game. You create internal game inside the alliance tab. I am asking if we could restrict our officers from creating games without demoting them. It is annoying...

There is an occasional hiccup in creating a game if you do not have an email address attached to your profile.

I mean they do, but they did it only once. So I want to give them a chance and cancel it at the same time because the damage is done whether I kick him or not.

As it is linked to HC, you can only create one map per month, and thus only one internal map per month. Perhaps this is your problem?
