Allied Infrastructure increasing enemy movement speed?

Does Allied Infrastructure increase enemy movement speed too?

If I build a new infrastructure and the enemy begins traveling on my level 1 completely built infrastructure, would he get a boost too or just me?

Also, couldn't people just speed-build infrastructures to catch up to enemy troops, if this was possible?
