If he is in war with only ally_1 and not in war with ally_2 he will be damaging only ally_1.
However if he is in war with bouth of them he will be damageing every unit in that province if in same place.

Allied Units defending against bombers (AntiAir)
If two allies are on the same spot (for the example 1 artillery for ally_1 and 1 Anti-Air for ally_2), can a bomber select to bomb the ally_1 troops (the artillery on this case) without being damaged by the Anti-Aircraft of ally_2? Or because of being on the same spot they act as one unit?
