Allies

So this came up recently and I realized I have no clue about it, is it possible for two allies to attack with ground forces (not arti) the same burg simultaneously (or close to it) and if so who gets the province if they win?

Assuming "allies" = mutual RoW (which is irrelevant)

Yes, you both can attack (regardless of RoW or not) a common target.

Who gets the Province? Guessing: the stack w/ the fastest stack speed (in that terrain) x SBDE x Morale %

I'm almost positive it has nothing to do w/ total stack Str.

I have had games where an army attacked the same city I was attacking– David, in Panama– and I had brought the the army garrisoning it down to 57% but still 100% SBTE. Columbia attacked with 4 infantry and 2 armoured cars and did the final blow, but he captured the province. This same thing happened to me at Danzig in the 22-Player map, Russian Empire was fighting Britain and I was Italy. I rushed in with 3 medium tanks and captured the city. I guess it relies on who attacked last...
