I agree, anonymous messages were an excellent tool to spread propaganda.
I'm guessing it was removed because of abuse, but game moderators could see who posted it if anyone complained and take appropriate action - same as now.

why we cant send anonymous messages at diplomacy section anymore
for example it would be like attack him ( victim = member from coalition ) his coast cities are empty
so when enemy started to attack and invaded half of country , coalition leader will kick member and you will get more cities too
or we would try to make bad blood enemies and you could still report to player

Mmod capacity is already strained and they have trouble responding to all reports in 72h. Allowing anon messages again would almost certainly increase the workload again.
