Another noob question - Naval base

Question: Does the embarkation/disembarkation time reduction apply to the entire province that has a naval base (let's just assume a Level 3 Naval Base)? Or does the time reduction only apply to the port where the naval base is attached to?

For example - If I have a Level 3 Naval Base on the western port of one of the Hawaiian islands, but I want to send troops east to California, my troops will (obviously) use the eastern port-of-entry, but do they still get the embarkation/disembarkation time reduction even though the naval base is on the western side of the island?
