Anti Aircraft and Terrain

Anti Aircraft guns have a minus 25 in mountains,

Does this apply to them being attacked by planes when they are in mountains or is the modifier only for ground combat?

That applies to any attack while the affected unit is in the mountains.

So they have 75% of the original attack value.
