It’s pretty simple, Fr*nce is a strange thing. It would be heard to tell you the truth and the story in full. But you’ll learn it yourself overtime. No need to worry.

Nothing against them personally. It's just that they are the meme of history, especially in context of WW2/the Cold War (in other eras of history you'll find other countries, but since both WW2 and the cold war were so recent it is picked up by more people).

Among other things, it's an in-joke amongst British people and their associates on the forum. How serious it is depends from person to person no doubt, but in my case it's making fun of overly nationalistic behaviour, which I appreciate isn't obvious to people new to the joke.
