Anti-rocket tactics?

Dealing with an opponent who has chosen to become a "rocket man". There seems to be some opinion that this is an OP strategy although some whisper about techniques that will defeat it (easily?).

While I have a few ideas about how to deal with this, I am hoping the community would offer a few "pro tips" on what they have found works best.

The specific case is pre-nuclear option.

General case tactics and strategies are also welcome. If these things are not OP, let's see the counter strategies that make rockets just one more type of unit that can be countered with a balanced force.
