Are paratroopers obsolete?

they are specialized units used for a specific operation I just build a few to take out specific targets or block reinforcements from reaching you target province

Not going obsolete, they've always been obsolete since pretty much forever. The only time I've ever seen paratroopers used successfully was in Alliance vs Alliance matches with a peace period. When the peace period is over you can drop them into the enemy core.
