Are rockets economically worth?

Usually no. In the rare case where they make sense, you will know, and you won't have to ask. If you have to ask, the answer is no.

They’re strongest when used against enemy air strips. It’s very situational for me. I’m like you and don’t hold them in high regard, but have seen them used very effectively.

As said above, the real best use for them is those times where you can ground a huge amount of planes by destroying their air strip. Otherwise it’s just not worth the cost; strategic bombers are better.
