Well, they're pretty useless against troops; your targets are buildings. In general, you want to conquer enemy buildings and use them, rather than destroy them (with the notable exception of air strips), though in some cases attacking industry can be worthwhile when you find a tough nut opponent who you can't conquer right away, for example because he is across a body of water. In this case, you can take out his industry and other economic buildings.
Both jobs (industry and air strips) can also be done by strategic bombers, who you can use multiple times. Bombers are much slower and need to be protected from interceptors; but when you manage that, they can do their trick again, while rockets are gone after you use them.
So when you find an enemy whose buildings you actually want to destroy and who is also defended against strat bombers, yes, rockets might have a value... but as I said, that's pretty much an edge case.

you cant attack there with planes
firstly you need to destroy airstrip so how can you do that

They will take hefty damage yes but 10 level 3 strategic bombers will insta kill that airport and get to heal for 2 or 3 more days after and these 20 airplanes are dead meat...

rocket's manpower is lesser than even anti tank , you need only 1 rocket to destroy airstrip and its speed is high
don't forget it is surprise attack noone will say to you bring your strats and bomb my airstrip to hunt my planes
I'm not sure how rocket damage against troops compare to CoW 1.0, but I lost a highly competitive Players League match in 1.0 due to rockets. The final enemy turtled and built up most the game and it was a bit of a standoff at the end. Each day change getting reveal all and trying to gain an advantage and look for opportunities. At day change we always had our troops marching or at intersections to choose random march direction right after day change, but one day he caught me off guard or got lucky and destroyed enough of my army with rockets that I couldn't recover.
That's the old days... rockets had almost all their anti-troop damage removed from them now.
That doesn't seem to be the case, looking at the values from the 1.0 battle calculator. Here is the comparison for levels 1-4. Buildings are nerfed much more than land units.K.Rokossovski wrote:

UPDATE: When I first wrote this I was looking at axis rockets which are pretty similar to the 1.0 values for land units. I updated this to reflect the non-doctrine values for 2.0. Without any doctrine modifiers they are nerfed quite a bit, but I think they could still be used by a skilled player in a pretty punishing way.
1.0 land units: 15.0, 22.0, 30.0, 38.0
2.0 land units: 12.0, 16.0, 22.0, 30.0
1.0 building: 50.0, 50.0, 60.0, 70.0
2.0 building: 15.0, 22.0, 30.0, 40.0
Well maybe something else changed, like the splash factor? I recall them doing decent damage in 1.0 to big stacks, and now you have a hard time getting your investment back in terms of enemy damage when fired at ground troops...
