I would say yes if you play Comintern.AC,LT,MT,Mot infantry and infantry, artillery and rocket artillery can be added to research and production.Why? because I have seen it again first hand in my recent last game that those units brought me success in yet another coalition victory as Turkey Comintern doctrine and my I add that I ended at first place on the map with the most points.
I used LT,MT,Mot infantry for offensive play and AC, Infantry for defensive,both artilleries I used for offense and defense.
