This is not the s1914. It is COW and artillary in this game works much like it did in real life, that is to say it was not designed to attack Navies.
Artillery
I have level 2 artillery which deal 0.3 damage against navy. I recently bought level 4 artillery from the UK, which only deal 0.2 damage to navy. Why is that?

My question is why is the level 4 artillery weaker against navy?
Devs made it that way. The shells would be CP anyway, not AP. Not great for anti-ship as CP would travel slower.Soldjer325 wrote:

the question also is why is my level 4 so weak? I believe that all your artillery is whatever you have trained the tech up to. If you have no tech it is whatever tech you buy. But if you have lame lvl 2 and buy lvl 6 all your lvl 6 go down to lvl 2. I am not sure on this but it seems to happen to me if I buy units better than my own manufactured ones,
Your tech is better than theirs, even if it isn't, so you change it to yours 
Arty in this game like what already said act like it's real life counterparts. Basically arty only deal that much damage againts navy and it will not go up regardless of tech level, put it like this guns mounted on naval ships like the battleship have much longer range than a field artillery plus artillery was not designed to attack warships in the first place. Unless of course it's a coastal gun.

Standard arty used by the various forces was never meant to be put against naval ships. The only time any sort of artillery weapon has proved useful outside of its main function, was the German 88mm FLAK AA gun: which was used as an make shift AT weapon.
