Artillery or Rocket artillery

Depends on doctrine. For comintern, sprkt is best

rocket artillery spam is better but is bad against armored units

Artilery is good against light and havy armored class units.

Rocket artilery is good against unarmored class units.

There is no "one or another". Same as you need tactical and attack bombers you need bouth artilerys.

With exeption for pan asian doctrine, if pan asian doctrine just normal artilery cause it is crazy buffed.
