Artillery will not fire faster as they level up, but artillery do more damage.

Artillery Rate of fire?
Do artillery gns fire faster the higher level they become? Is there a chart or article on the RoF of artillery?

If I remember correctly, I think only Damage, Defense, Attack and View Range increases. I don't think any unit has increased fire speed. All this information is accessible by clicking the unit levels in technology/research tab.
