Im slightly confused, my artillery regiment is losing condition daily but it isn't being attacked and its upkeep is very manageable, im very very confused as to why this is and also a bit scared as its at the moment my only artillery regiment in the early game 
Very likely it is being attacked by a unit that you aren't seeing. It could be planes or a hit and run artillery attack (or rail gun). I would retreat it to one of your provinces with other units. Note the hit points of each unit type. If you are still being hit, you should notice it. If don't get hit, the art will slowly heal 15% of the damage it has at day change.
Agreed. The only way to lose strength is some kind of enemy action. Keep in mind that they're a very fragile unit with only 5 hit points.
I managed to merge them with a tank unit and it seemed to fix the problem
Did you perhaps use a forced march command?
Forced march takes health away from the unit in order to get more speed.
i wondered that but I didn't seem to have forced march on
