I was under the impression that an atomic attack would destroy all fighting units in the area as well as any buildings? I recently sent an atomic attack which took out enemy fighters but it appears that enemy buildings are still in place?
All units have an amount of damage they do.. check the stats for the unit to see how much damage it can do.
Also, if your target was away from other units, they would suffer reduced damage as a nuke's damage decreases the further from point of impact.
