Planes on the ground are still planes, and will defend themselves EXCEPT during the brief refueling period.

If the planes are not flying, they are potentially vulnerable to ground attacks. They will not defend unless there are ground units defending the air base.
if planes are refuelling and you decide to attack them while in this vulnerable state,make sure that they are not defended by an air patrol.
