But there are then two different fight ticks (calculations
Unit A use it's 6 attack value against the 7 defense value of unit B
Unit B use it's 3 attack value against the 4 defense value of unit A

A unit can attack once per hour.
A unit will defend itself every single time it is attacked
So that means that each can attack, and each can return fire to defend themselves when the other attacks.
There are times when it is better to defend. For instance, you may have infantry and/or armor type units which have better defense (infantry, antitank, etc.) than attack stats.
To defend only, the player needs to be stationary when the attacker attacks and not have art/SP art in the stack. That means before the enemy gets to 5 km of your melee units. Only defending can sometimes help by inflicting more damage than you would by attacking with a given stack. If an attacker is advancing, you can sometimes advance to within their planned travel path and stop before they hit your forces. (An example would be defending with an antitank or with infantry or a predominately defensive stack.)
If you are in a fortress or get home (core) defense bonus, this can sometimes help a lot. A stack with Art/SP art will normally auto-attack when it acquires a target.
Art have a better attack value. So, you want your art to attack what you deem the best target (normally enemy art/SP art).
Some naval vessels have differing attack and defense values.
Air planes will have the same attack and defense values in the next update. This is already in Frontline Pioneer games.

If enemy patrolling with one ınterceptor his core land How can I shot down them ? use plane ? patrol or attack ? or send units with anti-air ?

your best strategy in the scenario you depicted would be to use interceptors on patrol, as long as you send them in greater force, and/or in higher level.
Another way to do it would be with rockets, as they can hit patrolling planes, but be sure not to do that until your rockets are level 2 or higher, as level 1 rockets will just be shot down by his patrolling interceptors.
You can also use rockets to destroy the airbases the interceptors are patrolling from, and then move in ground units to destroy the planes. but, be aware that the enemy interceptors can transfer to any base within their range circle.
short answer: use your own interceptors is best bet

It seems for patrolling players must be online to observe situation
just make sure your patrol circle overlaps the enemies patrol circle
patrolling aircraft, when their airbase is too damaged transfer to another airbase in range.
If you had none, would they transfer to an allied airbase?
