All planes are considered flying unless they are refueling or in transport trucks.

When bombing planes that are on the ground why do they still have the same defense as if they were flying? At a minimum they should be reduced by 75% or so. If refueling they should be have zero defense like disembarking troops. Was there a reason this was not setup?

Or when attacked on the ground (attacking the airbase the squadrons are operating from) at which point they will be destroyed in short order with few casualties to your own forces.
