since you are in a coalition with Germany and Germany got invaded, you took his land back.
now, this takes simple logic. lets just take a situation from real life. lets say the UK was invaded and the US (UK's ally) came to help them. it wouldn't make sense for the US to take the land for themselves and rule over it but instead, give it back to their ally because it is their land.
this is how this game mechanic works. Bytro took what I talked about and applied it to the game. You (Finland) took over your ally's (Germany) cores. it only makes sense to give that land back to your faithful German ally.
to regard the protesting part, it would be very strange if the people of Germany were protesting being put back over their former countries control.
BOTTOM LINE: when you take over an ally's cores, they go right back to them and because they are going back under their original government, it has no morale decline (it actually boosts morale).
