Does Axis doctrine allow you to get L3 Mot inf on day 1?

Germany has L3 Mot. infantry on day 1 in HWW, if I remember correctly.

Some maps don't start on day 1, they start on some arbitrary day to give players access to more advanced units.

HWW has day 1 level 3 mot inf for germany. but those level 2 barracks make it take 23 hours to produce.
