I found another one from the same player and it displayed 110 as expected. I guess it's just some display bug or maybe even a mechanics bug, unless I'm missing something.
axis railroad guns range
The axis rrg range seems to now be 100, like other doctrines. Did they get a nerf? It still says +10% in the COW wiki. In game the range also shows the same as other doctrines when you click on the unit to view the radius.

On a related note, if you fire on an enemy rrg with your rrg, and their rrg can't see your rrg, is their rrg able to return fire? Or are you able to kill an enemy rrg stack like this, without taking damage?

Whatever it is, it's probably for the better. The ranges of no other units vary by doctrine.
It may also refer to view range. In 1.5, or somewhere, it refers or referred to cruisers as "long-ranged". They are known to have the longest view range of any naval unit. For the axis gun, this is a potent buff, as the railway gun's view range is its limiting factor.
This cannot be true as the wiki says attack range.

In my current Axis game it still says 110. The 100 one that you saw was probably in production when that player captured a province so it got the other doctrine's stats. I think those stats are Comintern--the HP, Speed, and Damage give it away.
Oh, that must be it. He captured one of my cities that was probably making a rrg. Btw, to answer my question above, you can get free attacks on rrgs with rrgs if you stay out of his fog view. I'm taking out a stack of axis rrg that contains SPAA , INF, and SPART with my comi rrgs. It's so cool. I wonder if he can see the shells or if they are hidden like out of range BBs. Much cheaper than using planes 
That's on him for not using scouts. From his side he should see his stack blinking but won't be able to see where the fire is coming from.

Someone else already answered your first question; the railroad gun was in production by another player with a different doctrine, then the city was captured by an Axis player who allowed production to finish.
To answer your other question, railroad guns can only fire on what they see. They can fire on unknown targets that are at the edge of their view range but can't fire at anything they cannot detect.
