You don't actually have any power to fill slots other than what all players do, which is the occasional post in chat, or a forum thread, advertising the game.
The special thing the game admin can do in their round, is remove the inactive players so active players can join. To do this, click the flag in your top left corner, and then click on the "Game Admin" button.
