extending on what Bill said, you could kick someone if you're losing a war with them, or they're about to win. Which would be very unfair.

Click your flag, above diplomacy button. There will be an option "game admin". Click that an you can remove inactives.

The game positions with very few exceptions are voluntary. You can find requirements in the respective recruitment thread.

It's fun being a game admin, you can screw about with the newbs because they don't know the limit of your power
