The second option is too slow and expensive, so the first stack is better. I would also consider not overstacking like that in most cases. And maybe use ACs (especially in the early game).

Best Axis Stack: Mot + Med or Mech + Heavy?
As an Axis country, which of these stacks would be better to build in general: 10 Mot. Infantry + 10 Medium Tanks, or 10 Mech. Infantry + 10 Heavy Tanks?
