I find subs useful 10x more often than I find a legitimate use for carrieers.

Unless you're playing an isolated naval country (like New Zealand or Madagascar) there's no need for carriers.

And even with those, if you can establish a presence on mainland Africa/Oceania, it becomes a non-issue.
