A: UK, Japan. Both have good navy’s, but Japan stands out as the true Navy here. With most ships being level 2-3 you can have easy kills with bombardment. The UK has a fair navy and I could advise you to play the UK because of the way you could defend homeland UK with your strong navy.

A: USA or Australia. For the US you start out with 60 units but have good resource production, with enough patience you could have a big USA! As for Australia, you need to ally with Japan and the Netherlands and you’re ok to go!
