Best Value for starting resources

I am in on the secret that RCs (Recruitment Centers) are great value in the early game. Arguably the best in the game. Has anyone done the math on local industry vs. Industry in core provinces?

Invariably cities are building something else.

Rural provinces that produce resources, should have industry I think.

R/C’a are good economic buildings for cities, then you build Industry in them once rural provinces are finished. Switch to making R/C’s in rural land.
