It's difficult to defend anything for any length of time in CoW. The game encourages active movement, scouting, detection, and preemptive attack. For example, spot an incoming invasion when it's full a day away. Prepare a welcome committee. Destroy them with artillery when they try to land. Counterexample, stack a bunch of defensive units in a port city. Wake up to see all of them killed and the city raised. It's not a real choice. You can never leave units unattended in reach of enemy guns.

Well the reason I ask is the majority of cities are coastal and invariably an enemy is likely to bring bombardment in the form of battleships. They are vulnerable to air attack unless stacked with cruisers. There may be offshore carriers to provide air patrols. I dont think railroad guns are much of a counter either.
well, if someone brings battleships, they'd probably make cruisers and destroyers (aside from the fact that it is good to do, a balanced navy is simply aesthetic)... naval bombers are useless, subs are useless too in such scenario. you better make a navy and hope that you can beat 'em in a naval battle
RRG are useless. Pan-asian rrg level 2 does only 6 damage against ships. unless the enemy is stupid they'd have some air force to destroy your big guns. not to mention that you'd rather spend on battleships than railguns
Depends on your start. If you're Japan then battleships are the way to go. If you're Spain then RRG are you ticket to Europe.
But don't underestimate naval bombers. A stack of those can be built quickly. Skip level to 3 or 4 and you can destroy most navies. And they move quickly.
Now I say that because so many cities are coastal and later on the game someone comes to bombard you. It is dealing with that 250-500 stack is what I was sort of referring to. Only problem is most stacks come with cruisers as AA.
