The shadowy little head-and-shoulders-with-fedora icon is COW's symbol for spies and other intelligence-related matters.

This symbol means you are looking at a unit as a kind of "snapshot in time". It is showing you the last known location of a unit that is actually out of sight range of any of your units. if you click the unit with the symbol, you will see it says "intelligence from" and the time it was last spotted. if you attempt to move to the unit, you may find it is not actually still there, because the other player may have moved it since your last intelligence report.

If, that is, the spy-in-the-fedora symbol is associated with a shadowed unit icon; then it represents the intelligence regarding the shadowed unit at a given time, as shown in the unit pop-up box for the unit.

As I said above, more generally, the little-spy-in-the-fedora icon is used in a variety of intelligence and spy matters in the game.

Thanks for the info everyone .Appreciate the advice.
