Woah, havent noticed that till now. They should fix this. I think in WaW, leningrad has no sea access, was that fixed?

First saw it two years back, someone told me that it's a unfixed remnant of 1.0 call of war

It’s not meant to be fixed. Leningrad is given me Sea Access on purpose, I’m sure. For some reason they probably don’t want it to have it. Why? No idea.
