You can research the elite units that the blueprint is for.

what happens when you collect all the blueprints?
I have two of them completed but nothing different when it comes to research or is it for something else??

two of them are completed. but the research begans with level 1 again, I thought it was to go right to the last level or not even do research for it anymore??

No, for example, normally you can only research infantry to level 6, but with the blueprints unlocked, you can research the elite version AFTER you research lvl. 6.

then why cant i do that now with malita and med tanks?? I have to go thru all the levels to get to it unless it begains in another game.

You always have to go through all previous levels. Elite units are just an extra level that you can get.
