bombing things
So I've reached the lvl to bomb things with tac bomber, and with it I got few questions about:
1.How good is it bombing an unit on the move? is there a penality for it?
2.What happen if I bomb a unit in battle (with my men)? does it damage both sides?
thx to who ever answered them in advance 
also not related to bombing but, what happens to aircraft thats parked on a province that's under atk?

Once your province that airplanes are based in is captured by the enemy your planes cannot use the airstrip. So if they are on the ground they turn into a convoy truck, and will likely be destroyed by the attacking force, although your enemy sometimes has to target the convoys directly.
Planes that are in the air may switch to be based out of another friendly airbase in range. If there is not alternate airbase option they will flutter from the sky and turn into a convoy truck.
