- Click on a province in which the queuing is to take place.
- Start the production of a building (or unit).
- To start a 2nd building (or unit), even though that slot is already filled, click on the hourglass next to the thing you want to put in the queue.
- Repeat.
Every province has its own queue.
To see all that is queued, in your growing empire, open the Province list and click on the "Build Queue" tab.
