Building Units in Cities Under Attack Using Gold?

Hey everyone, a quick yes/no question along with my situation, since I didn't have the chance to verify in my last game against a gold user but I'm curious. If I move troops into a city and engage his troops, is he still able to instabuild troops in that city, or would you get an error message like when you try to boost morale of troops that are in combat (which is when units are attacking the city but not the troops, so no combat icon means the gold boost morale button still appears).

I ask because I tried the strategy of hitting a gold user while he was offline, and it didn't really work (I took one city as well as the capital, but he still had two more so he could still spam build). He would just spam build whenever I got units close to a city if he was online, thus why I never got my test case.

If the method I'm asking about is also possible then I'll need to revert my strategy to just staying alive and hoping to avoid gold users' wrath. That is, at least until I can acquire methods of destroying his buildings from afar while he's offline to prevent him from being able to build anything at all (though I suppose he could just insta rebuild those too, but it'd at least make him consider if the gold expenditure is worth it).

I believe units can still be built if a city is being attacked, it is when the buildings that are needed to produce that unit is damaged. If the building is damaged, the unit production will be stopped until that building is rebuilt.

Some ideas to help with your issue would be to use bombers, artillery, or spies to damage their production buildings. Bombers are quite effective against buildings and stationed units, especially if you have quite a few of them. Just watch out for AA weapons. It would seriously hinder them, even if they were a gold user as they would have to continue using gold if you constantly damaged their buildings.

I cannot be sure if production is hindered or not if you attack the city and the two set of units fight, so if someone could correct me on that, that'd be wonderful.

Ok, yeah then I guess I need to focus on building/economy destruction whenever I face a gold user then, which means staying alive long enough to access the units capable of doing so.

I don't believe the buildings are damaged from ground units unless the province changes hands, at least that has been my experience thus far.

It's worth looking into it, I suppose. Anyway, hoped that helped a bit.
