When your tank plant has upgraded, everything that is waiting to be produced will then fall under the new plant upgrade, meaning yes the tanks will then produce faster after the plant upgrade.
Building upgrades & unit production
If you play the option of being able to future order units and in any given city you upgrade a level of building. Does the building upgrade come into effect after the building is finished in relation to the time subsequently taken to produce units of that type still to be built OR does it come into effect when subsequent build orders are ordered?
e.g you want a tank and it takes say 3 hours to make. You order 4, but at the same time order an upgraded tank plant. Total build time with no plant upgrade = 3hrs x 4 = 12 hrs. Plant upgrade takes say 4 hours. Thus tanks 1 and 2 take 3hrs to build each tank. Say with an upgraded plant it takes 2hrs to build a tank. Do tanks 3 and 4 thus take 2hrs apiece to build or is it still 3 hours each until you order tank 5.

It's even better. As the build % of the new factory level goes up, you gain that % of the benefit to production speed. In your example, when the factory level 2 is 50% complete, it's producing a tank every 2.5 hours.
In other words, production time you see when you add a unit to the queue is just an estimate that assumes nothing will change. But factories can be leveled up and morale can increase.
