Those are the hit points once a unit has zero it is completely destroyed.

When you click on a city and hover over a building, what does -1 of 50 mean for a reactor?

thanks but I get that part. what I don't get is the -1 part. I know when it shows 40 of 40 it is complete and 20 of 40 it is half done but a negative 1?
The -1/50 is always displayed at buildings in foreign (non-allied) provinces because one can not verify their effective state by observing (Exception: fortifications and airports).Alydar wrote:

In own provinces the actual state is displayed via mouseover, or by clicking the building icon.
PS:
I think, normally one should be able to see the exact conditions of stranger buildings by using spies and look their reports in the spy menu, but as I just now see here on my map, the exact hit points are also not displayed there (still just the usual optical status display for damaged buildings).
I've never paid attention to it before, but either the system has an error or some details were probably forgotten when implementing the building points ..

I think the -1 is supposed to represent a question mark. You don't know the condition of the building, so until you get some intelligence data on it your display will show -1
I have intended to study that with a test game to compare what was displayed for me to what is displayed for the other player, but I have not gotten to that yet.

Personally I have never seen that, but it should be so because you're not close enough to see the health, as mentioned earlier.
