I don't think that'll be very practical. Taking into account the embark and disembark times, it would be highly inconvenient to have a small lake in the middle of two provinces. Take the great lakes of North America, for example. No one really invests in that area because no one would pass by that area. It's a cool geographic feature, but it's pretty impractical to the scale of warfare that we're looking at.

Yes, if you have more lake, what is the point? You want to go through it? Spend 40 minutes disembarking and 40 minutes embarking and go through the lake for 5 minute. 
The time period of this game is set as WW2. In that time period there were already quite a few roads and bridges existing in the world. it is not like needing to cut a path through a jungle everywhere you want to go, and build a bridge as you go along. Bridge construction under fire wouldn't be very much fun, so the advance of troops would be planned to follow existing roads and bridges.

Let's say you have infantry in a army and you come across a small bit of sea like in the UK, Exeter and Cardiff as one example, the infantry could have an ability to lay pontoon ridges, would take 45 mins to make and costs maybe 5k metal goods etc etc
I suppose that it will take longer to build the pontoon bridge itself. The can get through within an hour but not build the bridge within that period of time. Probably one or 2 days
