Can a capital rebel?

Suppose someones' capital is bombed down to below 25% morale, is there any chance it will rebel? Or is there some mechanism preventing capitals from rebelling?

Any province can rebel. If your capital is down to 25% then you will lose many more provinces as well.

It should be very unlikely due to the capital being the best morale booster and I've never seen any capital rebel before, but I guess it may happen at an extremely low morale.

It is rare, but I have seen a capital rebel.
