Can Cruisers destroy nuke bombers?

Short answer: Yes. Any stacks with sufficient AA defense points can shoot down a nuclear bomber. and that includes stacks of naval units with cruisers. I have found from experience that nuclear bombers, despite their relatively high number of hit points, are really quite fragile. The bombers get shot down rather often, and that's why I strongly prefer nuclear missiles, which cannot be shot down.
