No, definitely no. However, I can tell you what can: naval bombers. Fighters are good at spotting other naval forces though due to its relatively large patrol radius (second only to the naval bomber), so you can still continue the patrol.

when you use fighters you normally are looking for sea units except for subs or land units on water.If your looking for subs, as the comment above,use naval bombers.
Using your fighters to patrol are actually quite important.But I suggest using bombers together as they would automatically attack enemy units.However, units like the tactical bombers are vulnerable to enemy fighters, so having 1 or 2 fighters as escort would be a good idea

I thought any plane will automatically attack after a 15-minute tick on patrol against enemy troops?

Subs are stealth.
In cow 1.0 the only unit to reveal stealth is Naval bombers on patrol.
Now in 1.5 games there are additional stealth units, such as Commandos, and additional unit’s will reveal stealth such as interceptors on patrol and higher levels of armored cars.

well, to add on, when subs Attack, they get out of stealth sadly
However, somehow when they are part of a battleship flotilla, for me, my interceptor and tac. Bombers can see them
