I am leaving to Vietnam in two weeks. Will I be able to play the game in Vietnam?

If you have internet, I don't see why you wouldn't unless the communist regime bans games.

Yes. Call of War servers are international, although it may take a little longer for you to connect to games because you are in the NA region in-game, and in Vietnam in real life. Otherwise you will face no problems.

Servers are actually in Europe I believe.

Today the servers are in Europe. Tomorrow they could be anywhere in the world.
