I wouldnt recommend it. If the troops move away from the blast radius it will not damage. You see... Rockets cannot move once you fire it, if troops move away, it will miss.

I have many rockets in my city, but I am afraid my neighbour will attack me.
they have massive army, 42 units 45 units and 60 units.
and I am afraid that, he will move troops with "add target"
so his troops will not stop until my capital, Can I shot missile to his moving troops?
but from your answer, I cannot destroy his army with my rocket.

I would time the rocket strikes. Maybe fire if they stop at their destination or during a battle.
You should put some land forces to stop them at certain point & then attack them by rockets. Land fighting take 1 hr each round, & this time is more than enough for the rockets to launch & destroy the target.
