Anti-aircraft units and fighters can only shoot down L1 rockets, which are analogous to German V-1 buzz bombs -- which were first generation cruise missiles that were only flying 25 to 75 mph (40 to 120 kmh) faster than the fastest interceptors. Higher level rockets -- L2 through L4 -- are analogous to German V-2 ballistic missiles, and cannot be shot down. V-2s had terminal impact speeds in excess of 1750 mph (2800 kmh), and there was no effective defense against them -- except misleading the Germans where they were actually landing in order to trick the Germans into erroneously adjusting their targeting.

Also good to know, contrarily to its deceiving title, the rocket fighter CANNOT shoot down rockets. The "rocket" in "rocket fighter" comes from its engine.

Developed by the germans, the Messerchmidt 163, and its japanese copy, the Ki-200 were propulsed by literally rockets. The wings and frame was built around the rocket engine, which would give it its phenomenal speed at the time.
