Yes, above a certain level, they can be used to destroy surface ships. However, if the ship is moving, the rocket will almost certainly miss and do nothing. I would recommend using other ships instead.

Level 3 or higher rocket is required to damage ships.

If its a 1.5 game all rockets can destroy and ships that are not moving. Same for flying bombs. However, if the ship is a cruiser, a flying bomb will just explode without doing damage
