Can spies be countered without counter spies?

I left 5 military espionage spies in Everett which was US territory, then Tibet took it. Some days later, Tibet countered and killed one of my spies. It is such an random thing to put counter espionage on new claimed territory that isn't an urban province.

That said, can spies be countered without the opposition placing one?
