I think that is a bug, it can happen with land units too.

Can submarines attack moving destroyers?
destroyer speed > sub speed
i give the orders to attack a destroyer (with a sub) , they both moved towards eachother
destroyer went past sub, sub didn't attacked, and destroyer is gone , can't be catched from behind
my team of subs destroyed a stationary destroyer so they can attack them if it stands still
and question no 2 : how do i mix an expedionary force and a destroyer escort, so they all move at the transport troops slowest speed?

You put the troops to the sea, then you select the troops and the destroyer, tell them to go to a place next to your coast, they will meet there and they will become one unit, and then you send it wherever you want. They won't separate.

Unless it is trucked planes(which you can't combine), just send them to the same location. My pleasure.
