Can submarines detect other submarines?

because an AI nation besides me has detected 2 enemy subs using only there subs !

Only destroyers and naval bombers can detect a submarine, and only if they're the same (or higher) level than the submarine itself.

If you are at war with another country, your own submarines will engage enemy submarines, when both come into contact, even though you don't see each other before it happens.
